The Land and Water Boards of the Mackenzie Valley are responsible for issuing water licences to community governments as required by the Waters Act. However, the responsibility of ensuring and monitoring compliance is shared with the various departments of the Government of the Northwest Territories (GNWT).
In May 2016, the Boards requested collaboration with the GNWT to improve water licence (WL) compliancy and the effectiveness of the current licencing process.
In March 2017, the Boards received joint response from the Ministers of the GNWT departments.

The Land and Water Boards of the Mackenzie Valley are pleased to announce the release of our updated Guideline for Geographic Information Systems (GIS) Submission Standard. This updated guideline will improve clarity for applicants and other parties with respect to requirements for the submission of geospatial data during the application phase of the regulatory process.

To kick off the new year, the Mackenzie Valley Land and Water Board (MVLWB), the Department of Municipal and Community Affairs (GNWT-MACA), and the Department of Environment and Natural Resources (GNWT-ENR) are releasing four Operation and Maintenance Plan Templates for Municipal Water Licences. These fillable-pdf documents were collaboratively designed to be user-friendly and are intended to reduce the workload of municipalities to satisfy their municipal licence requirements. The templates include:
Solid Waste Facility (SWF)
Wastewater (Sewage) Treatment System (WWTS)
Water Treatment Plant (WTP)
Spill Contingency Plan
The templates are now available for submission in the ‘Policies and Guidelines’ page under the ‘Resources’ tab of all Land and Water Board websites.
*Please note that these templates are not meant to replace any already existing Operation and Maintenance Plans that municipalities have completed.
